Kinumpirma ni Police Colonel Jovie Espenido sa isinasagawang pagdinig ng ilang komite sa Kamara de Representantes na totoong may quota at reward sa Duterte drug war. Ang pabuya, kinukuha umano sa Small-Town Lottery o STL operations.
Sa tinawag na Quad Committee na nagsisiyasat tungkol sa dami ng namatay sa war on drug campaign ni dating Pangulong Rodrigo Duterte, sinabi ni Espenido na inobliga ang mga pulis na puntahan ang nasa 50 hanggang 100 bahay ng mga suspected drug users at traffickers sa isang araw.
May pabuya naman sa mga pulis na P100,000 kapag matagumpay ang isang drug bust.
“I confirm that there was a quota and reward system in the implementation of the war on drugs during the previous administration. I truly wanted to implement it without causing deaths. When the leadership imposed a quota of 50 to 100 per day, we only took it to mean that we had to knock on the doors of 50 to 100 households suspected of drug use or trafficking,” pahayag ni Espenido sa komite nitong Miyerkoles.
“I also made sure that the rewards my stations received are legitimate. For example, some LGUs would award P100,000 for successful arrests involving big-time drug pushers. We accepted these to fund further operations,” dagdag niya.
Ayon pa kay Espenido, hindi niya pakay na pumatay ng mga drug suspect.
“My mission was for the drug suspects to surrender so they could be rehabilitated. Nobody died during my stints in Albuera [Leyte] and Bacolod [City],” paliwanag niya.
“When I was in Bacolod, I was included as a high-level target in another drug list. Some officers were also included and they suspected me of giving their names. It is the usual tactic of police generals to place you in a list so they can float you and you cannot finish your projects or operation,” dagdag niya.
Pondo mula sa STL
Ayon pa kay Espenido, may pabuya na ibinibigay sa bawat mapapatay na war on drugs na kinukuha umano ang pondo mula sa Small-Town Lottery o STL operations.
“I know that there was a reward of P20,000 per kill in the drug war. The funding came from operators of Small-Town Lottery, or jueteng lords who give money to the police regional commanders, provincial commanders, down the line. The group or individuals who make the kill receive the money,” pagbubunyag pa niya.
“The STL money is remitted directly to the RD [Regional Director] or PD [Provincial Director]. The same goes for the so-called vigilantes. The flow of money was automatic,” sabi pa ni Espenido.
Kinasuhan noon si Espenido ng homicide dahil sa alegasyon ng sadyang pagpatay sa ilang drug suspect.
Kabilang sa mga operasyon na sangkot si Espenido ang pagkamatay ng tinaguriang "Ozamiz 9" noong June 2017 at ang pagsalakay sa bahay ng mga Parajinog sa Ozamiz City noong July 2017 na ikinasawi ni Ozamiz City Mayor Reynaldo Parojinog, ang kaniyang asawa, kapatid, at 12 iba pa.
Naging hepe rin ng pulisya si Espenido ng Albuera, Leyte, na panahon nang mapatay sa loob ng kulungan si mayor Rolando Espinosa sa Baybay City noong 2016.
Pinagkalooban si Espenido ng noo'y presidente na si Duterte ng Order of Lapu-Lapu award dahil sa kaniyang “extraordinary contributions to law enforcement.”
Sa naturang pagdinig din ng komite, sinabi ni Espenido na inatasan siya ng noo'y PNP chief (na senador ngayon) na si Ronald dela Rosa, patayin umano ang mga drug personalities, kabilang si Parojinog.
Nagpahiwatig din umano si Dela Rosa na "i-neutralize" o "mawala" na si Espinosa.
“Ang instruction lang na, 'tulungan mo ako, Jovie, at saka si President Duterte, about this war against illegal drugs. So, dapat, galingan mo ha, ikaw ang i-assign ko as chief of police ng Albuera, so dapat mawala na yung mga drugs sa Albuera.' ’Yun yung natandaan ko,” sabi ni Espenido.
“Ang police, isa lang ang word, general word na ibigay. Lahat [ng police], alam na namin ang isang meaning din. Pagsabi na mawala, kasali na ‘yung mamatay,” dagdag niya.
Sa mensahe sa GMA News Online, itinanggi ni Dela Rosa ang mga pahayag ni Espenido.
“Anong masama pala ‘to kung i-neutralize ang droga? You have to neutralize the drug problem. May sinabi ba akong patayin yung tao? Wala akong sinabing patayin ‘yung tao,” paliwanag niya.
“Gawin mo lahat ng legal na pamamaraan para mahinto ‘yung problema sa droga sa lugar mo. Kaya ka nga inassign dyan, para trabahuin mo ‘yung [pagpuksa ng] droga," dagdag pa ni Dela Rosa.
"Wala akong sinabi na inassign kita diyan para patayin mo lahat ng mga adik diyan, pusher diyan, wala naman akong sinabing ganon. Trabaho mo ‘yan, linisin mo yung kapaligiran mo,” patuloy ng dating hepe ng PNP.
Samantala, sinabi ni dating spokesperson ni Duterte na si Salvador Panelo, na walang iniutos na pagpatay ang dating pangulo.
“Espenido is saying that the former President told him to clean the Albuera of drugs which means to dismantle the drug syndicate. He also said he understood the word mawala as including mamatay, he didn’t say pumatay,” giit ni Panelo.
