Deployment ng Pinoy household service workers sa Kuwait, itutuloy ng Pilipinas pero may kondisyon

Handang alisin ng Pilipinas ang deployment ban sa pagpapadala ng first time na Pinoy household service workers sa Kuwait pero may kondisyon.

Inihayag nina Undersecretary Eduardo Vega ng Department of Foreign Affairs (DFA) at Undersecretary Hans Cacdac ng Department of Migrant Workers (DMW), sa mga kongresista nitong Lunes na aalisin ng Pilipinas ang deployment ban na ipinatupad noong Pebrero kung  titiyakin ng Kuwait ang proteksiyon ng mga overseas Filipino workers, at mananatili ang mga shelter o kanlungan ng mga tumatakas na OFWs mula sa malupit nilang amo.

Inihayag ito ng mga opisyal matapos tanungin ng mga mambabatas kung ano ang non-negotiable sa usapin ng mga OFW sa harap ng ipinatupad na entry ban at pagsuspendi ng Kuwait sa visa para sa mga Pinoy workers na pupunta sa kanilang bansa.

Una rito, sinabi ng Kuwait na ang kautusan ay bunga umano ng paglabag ng Pilipinas sa mga kasunduan ng dalawang bansa. Bagaman hindi nilinaw ng Kuwait kung ano ang mga kasunduan na nilabag ng Pilipinas, hinihinala ng isang opisyal ng DFA na nais ng Kuwait na alisin na ang deployment ban ng mga household service workers na ipinatupad ng Pilipinas laban sa kanilang bansa.

Hindi rin umano gusto ng Kuwait ang pagkakaroon ng mga shelter na tila naghihikayat umano sa mga OFW na tumakas sa mga amo.

Ipinatupad ng Pilipinas ang deployment ban noong Pebrero kasunod ng karumal-dumal na pagpatay ng anak ng amo sa Pinay HSW na si Jullebee Ranara. Bukod pa ang dumadaming bilang ng mga OFW na tumatakas sa mga amo nila dahil umano sa pagmamalupit.

“The non-negotiables are: our shelter [for distressed OFWs] have to [remain] there, as it is in the law passed by Congress. We will look at how we can reach a compromise on that. There also has to be justice for Jullebee Ranara, and improvement on the conditions of our workers,” ani de Vega.

Ayon kay De Vega, nasa 466 distressed OFWs ang nananatili sa shelter sa Kuwait.

“We will not compromise the protection of our workers,” giit ng opisyal.

Sinuportahan naman ni Cacdac ang posisyon ni de Vega.

“Wala na dapat masaktan, mahalay, mabugbog o mamatay na Pilipino sa kamay ng kanilang employer. There should be provision to prevent abuses and address abuses if it happens, such as access to justice and reforms on employment contracts,” pahayag ni Cacdac.

“The repatriation [of OFWs] should also be facilitated promptly, and justice in terms of labor and criminal law should also be delivered more swiftly,” dagdag niya.

Nang tanungin kung ang hakbang ng Kuwait sa entry ban ng mga Pinoy ay ganti sa deployment ban, tinawag ni de Vega na ang ginawang hakbang ng Kuwait ay bilang "response."

“It could be because we are operating shelters because we have to put it there because it is under the law. That is non-negotiable. It could be also because of a news article there stating that deployment should run through POEA (Philippine Overseas Employment Administration)... maybe they thought we are imposing new conditions but we are not. These have to be clarified,” sabi ni de Vega.

“I won’t call it a retaliation because I don’t want to use provocative language. I would call it a response... a message to lift the ban as soon as possible. If you don’t want to send household workers, then don’t send anyone. We will use diplomacy [to resolve this], but not at the expense of our national pride, as well as honor and safety of our workers,” patuloy niya.

Sinabi ni de Vega na may mga kinatawan ng Pilipinas ang magtutungo sa Kuwait.

“We will be diplomatic. Everything has a solution. We are not going to resolve this in one week. What if after two months, they dismiss the case on the perpetrators of Ranara’s death and we already lifted the suspension?” ani de Vega.

“It will take some time to ensure better protection and justice for our people. We are trying to be optimistic, to end this long-standing issue,” dagdag niya.

Sa ulat ng GMA News "24 Oras" nitong Lunes, sinabing ang delegasyon ng Pilipinas na magtutungo sa Kuwait ay binubuo ng mga opisyal mula sa DFA, DMW, at Overseas Workers Welfare Administration.

Ayon kay De Vega, walang nilalabag na labor agreement ang Pilipinas, at ipapaliwanag nila ang kahalagahan ng shelter ng mga OFW.

Gayunman, naniniwala ang opisyal na hindi umano ang usapin ng shelter ang dahilan kaya ipinagbawal ng Kuwait ang pagpasok doon ng mga bagong OFW.

"Hindi nila nilagay sa papel, wala pong wirtten demand na eto po ang dahilan, this is why we are suspending," ayon sa opisyal. — FRJ, GMA Integrated News
