Isang panukalang batas ang inihain sa Kamara de Representantes na naglalayong parusahan ang mga magulang na hindi magbibigay ng suporta sa kanilang anak.
Sa House Bill No. 44 na inihain ni Northern Samar Representative Paul Daza o Child Support Enforcement Act, nais niyang makulong ng dalawa hanggang apat na taon, at multang P100,000 hanggang P300,000 ang mga tinawag niyang "balasubas" na magulang.
Ayon kay Daza, sa sandaling atasan ng kaukulang korte ang magulang, dapat magbigay ito ng suporta sa anak na P6,000 bawat buwan o P200 isang araw.
"Balasubas parents—time to shape up and face your responsibilities. It’s about time that we enact a law that will protect our children from deadbeat parents," sabi ni Daza sa pahayag.
"Imagine, these children did not choose to be born; why will they be the ones to suffer more when their parents decide to separate?” dagdag niya.
Nakasaad din sa panukala ni Daza na maaaring humingi ng tulong sa pamahalaan ang qualified solo parents para mahanap at masampahan ng kaso ang balasubas niyang partner o asawa.
"Parents should be responsible for the survival and well-being of their children. In cases of families with an absent or deadbeat parent or when separation of couples/parents are not avoidable, the family should continue to provide an environment of well-being and security," nakasaad sa paliwanag ng panukalang batas.
"It is then the policy of the State to ensure that all children—including those in households/families where the other parent has refused or failed to give support—will have equal chances in life," dagdag niya.
Para mapatunayan na anak talaga ng inirereklamong magulang ang bata, kailangan ang paternity test. Sa panukala, dapat ding magbigay ng tulong sa laboratory test ang gobyerno sa pamamagitan ng public hospitals o PhilHealth.
Ang Department of Social Welfare and Development (DSWD), ang inaatasan sa panukala na gumawa ng mga patakaran tungkol sa nasabing usapin kasama ang Department of Health, Department of Justice, at Philippine Statistics Authority.—FRJ, GMA News
