Binigyan ng Kamara de Representantes sa Miyerkules ng umaga ng isa pang pagkakataon si Vice President Sara Duterte upang idepensa ang mahigit P2 bilyon pondo na hinihingi niya para sa Office of the Vice President (OVP) para sa 2025.
Matapos tumangging sumagot at kinalaunan ay hindi na dumalo sa paghimay ng House appropriation committee ng OVP si Duterte, inaprubahan ito ng komite at nakasalang na sa pag-apruba ng plenaryo ng buong Kamara.
Gayunman, P733,198 milyon ang inirekomenda ng komite na ibigay sa OVP sa 2025, o tapyas na P1.29 bilyon dahil sa hindi pagdepensa ni Duterte sa pondo ng kaniyang ahensiya.
Nauna nang nagpadala ng sulat si Duterte sa Kamara at ipinapaubaya na nito sa mga kongresista ang pondo ng OVP.
Nitong Lunes, isinalang sa plenaryo ang budget ng OVP upang alamin kung dapat bang ibalik sa orihinal na alokasyon ang pondo ng tanggapan ni Duterte.
Subalit hindi pa rin dumalo si Duterte at wala ring ipinadalang kinatawan para sagutin ang posibleng mga tanong ng mga kongresista.
Sa sulat na ipinadala ni Duterte kay Lanao del Sur Rep. Zia Alonto Adiong, na naatasang magsulong ng OVP budget sa plenaryo ng Kamara, nakasaad na naipresinta na umano ng bise presidente sa ipinadala nitong mga dokumento ang tungkol sa hinihinging pondo para sa OVP.
"The OVP leaves the deliberation of our budget proposal in the plenary entirely to the pleasure of the House of Representatives," saad sa mensahe ni Duterte.
Nitong Martes, inasahan ng mga kongresista na dadalo si Duterte o magpapadala ng kinatawan kapag isinalang na sa plenaryo ang pondo ng OVP pero hindi rin siya dumating.
"We want to make sure to give ample opportunities for the Office of the Vice President to make an appearance for our sponsorship and debate of all agencies," pahayag ni Northern Samar Rep. Paul Daza, na nagmosyon na isalang muli sa Miyerkules ng umaga OVP budget.
"In light of giving another opportunity, please allow me to make a motion to include again for tomorrow’s schedule at 10 a.m., the Office of the Vice President," pahayag ng kongresista.
Dahil walang tumutol, inaprubahan ni Deputy Speaker Lanao del Sur Rep. Yasser Alonto Balindong ang mosyon ni Daza.
Puwedeng magbitiw
Una rito, sinabi ni Ako Bicol party-list Rep. Jil Bongalon, na maaaring magbitiw si Duterte bilang bise presidente kung hindi na ito interesado na gampanan ang kaniyang tungkulin.
"Kung hindi na po siya interesado sa kaniya pong duties and functions as the vice president, we can ask the vice president to step down," ani Bongalon, na House Assistant Majority Leader.
Pinuna rin ni House Deputy Speaker Jayjay Suarez ng Quezon, ang kabiguan ni Duterte na dumalo sa mga pagdinig ng OVP budget na bahagi umano ng trabaho nito.
"This is a matter of position that she has been elected to and she needs to hold dear to her heart, especially the responsibilities that come with it. Some of those responsibilities may be difficult, but those are responsibilities that have to be done," sabi ni Suarez.
"One of those responsibilities is coming to Congress, standing for your agency, and supporting your budget," dagdag nito.
Sa isang pahayag mula sa OVP, itinanggi nito na pinaghintay ng bise presidente ang mga kongresista.
Nakasaad umano sa sulat nila kay Adiong na, "the OVP has duly submitted all the required documents to the Committee pertaining to its budget request for the upcoming year. Furthermore, a comprehensive overview of our proposals was presented during my presentation on August 27 2024."
"In consideration of the foregoing, the OVP leaves the deliberation of our budget proposal in the plenary entirely to the pleasure of the House of Representatives," ayon sa pahayag.
Bukod sa Kamara, hinihimay at aaprubahan din sa Senado ang pondo ng gobyerno sa 2025, kasama ang OVP.
Sakaling may magkaiba sa inaprubahan ng Kamara at Senado sa bahagi o probisyon sa pondo ng gobyerno, muling magpupulong ang mga kinatawan ng dalawang kapulungan na tinatawag na bicameral committee, para ayusin ang problema sa magkaibang probisyon o alokasyon. —mula sa ulat ni Vince Ferreras/FRJ, GMA Integrated News
