Naging mainit ang pagtalakay sa panukalang budget ng Office of Vice President (OVP) ni VP Sara Duterte nang talakayin ang notice of disallowance na inilabas ng Commission on Audit (COA) na nagkakahalaga ng P73 milyon para sa confidential funds na ginastos ng OVP noong 2022.

Sa kabila ng mga tanong ni ACT Teachers party-list Rep. France Castro kay Duterte kung saan at paano ginastos ang naturang halaga, tumanggi ang pangalawang pangulo na direkta itong sagutin.

Sa halip, iginiit ni Duterte na walang kinalaman ang 2022 budget dahil ang nakasalang na at ang dapat talakayin ay ang proposed P2-billion budget ng OVP para sa 2025, na wala na umanong confidential funds.

"Discussions should be germane to the topic. ...This is hearing of the budget of 2025, nasaan dito ang confidential funds?" sabi ni Duterte.

Pero nanindigan si Castro na mahalaga na malaman ng mga mambabatas kung papaano ginamit ng pangalawang pangulo ang pondo para magabayan sila sa pagtalakay sa 2025 budget.

“I have here a report about the notice of disallowance. According to the notice of disallowance, the COA has disallowed P73 million out of 125 million confidential funds used by the OVP in 2022," ani Castro.

"So, this is 58.63% of the 125 million. So, can you confirm, Vice President?” dagdag niya.

Pero hindi rin sinagot ni Duterte ang naturang tanong.

Sa isang pagkakataon sa pagdinig, ibinaling ni Duterte ang atensyon niya kay Marikina Rep. Stella Quimbo, senior vice chairperson ng House budget committee.

"Madam Chair, since you allowed her a snide comment, you will allow me a snide comment as well," pahayag ni Duterte.

“You should have reminded her to refrain... I called your attention, Madam Chair. You did not recognize me. If you allowed her that, you allowed me a snide comment as well,” dagdag pa niya.

Tugon sa kaniya ni Quimbo, “I don't recall hearing a snide comment, Madam Vice President.”

May pagkakataon din na hiniling ni Duterte na palitan ang namamahala sa pagdinig ng komite.

“This is a hearing of the [proposed] budget of 2025. This P125 million that we know is not in the budget of 2025. Madam Chair. I request that the Chairperson of the Finance Committee preside over this hearing,” patungkol ni Duterte kay House appropriations panel chairman at Ako-Bicol party-list lawmaker Zaldy Co.

Subalit nananatili sa kaniyang posisyon si Quimbo, “Madam Vice President, with due respect, you are not allowed to do that, Madam Vice President. You are not allowed to introduce any motion. You are a resource person in this hearing, Madam Vice President.”

“Madam Vice President, just please answer the question. The issue on confidential funds falls squarely within our discussion of your 2025 budget,” patuloy ng kongresista.

Ayon kay Castro, umaasta si Duterte na siyang namamahala sa deliberasyon sa naturang pagdinig.

Ipinunto ni Castro na batay sa COA report, P69 milyon ng P73 million disallowed o hindi pinapayagan ng COA ang ginamit sa: P10 milyon bilang reward payment; P34.857 milyon bilang reward payment (various goods); at P24.93 milyon bilang reward payment (medicines).

Ayon umano sa COA, walang isinumite ang OVP na dokumento na nagpapakita ng tagumpay sa information gathering at surveillance activities para suportahan ang paggamit ng naturang pondo.

Paliwanag ni COA Assistant Commissioner Alexander Juliano, ang Notice of Disallowance ay nangangahulugan na ang paggamit sa pondo ay “either irregular, unnecessary, excessive, extravagant, or unconscionable.”

Hiniling ni Duterte na sagutin na lang at depensahan niya ang 2025 OVP budget sa "question-and-answer format."

"I will leave it up to them to decide on the proposal as presented/as submitted," ayon kay Duterte.

Dahil sa walang nakukuhang sagot mula kay Duterte matapos ang ilang oras na pagdinig, nagmosyon si Zambales Rep. Jeff Khonghun na ipagpaliban sa susunod na buwan ang pagtalakay sa pondo ng OVP.
