Ipatutupad ng Department of Transportation (DOTr) ang  patakarang “no vaccination, no ride/entry” sa mga pampublikong transportasyon sa National Capital Region (NCR) habang umiiral ang Alert Level 3 o higit pa.

Nitong Martes, January 11, 2022, inilabas ni Transportation Secretary Arthur Tugade ang Department Order No. 2022-001, na nag-aatas na tanging mga fully vaccinated lamang ang papayagang makasakay sa mga pampublikong sasakyan.

Para patunayan na fully vaccinated ang pasahero, kailangan niyang magpakita ng physical o digital copy ng local government unit-issued vaccine card, Department of Health-issued vaccine certification, o ng Inter-Agency Task Force-prescribed document na may valid government-issued ID, picture at address.

“In general, a person is considered fully vaccinated two weeks after their second dose in a two-dose series, such as Pfizer or Moderna vaccines; or two weeks after a single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine,” nakasaad sa kautusan.

Ang kautusan ay pagtalima umano sa direktiba ni Pangulong Rodrigo Duterte na limitahan ang galaw ng mga taong hindi pa bakunado sa Metro Manila, kasunod ng pagtaas ng kaso ng COVID-19.

Sa Department Order, sinabi ni Tugade na ipatutupad ang “no vaccination, no ride” policy sa NCR habang umiiral sa rehiyon ang Alert Level 3 o mas mataas pa rito, batay sa itatakda ng Inter-Agency Task Force for the Management of Emerging Infectious Disease (IATF).

Kaagad na magkakabisa ang kautusan sa sandaling mailathala na ito sa Official Gazette o sa mga pahayagan, at maisumite ang kopya sa Office of the National Administrative Register, U.P. Law Center.

Sa virtual press briefing, sinabi ni Transportation Undersecretary for Administrative Service Artemio Tuazon, na ang bagong patakaran ay lubos na ipatutupad sa Lunes, January 17.

Ito ay para mabigyan umano ng sapat na araw ang publiko na makapag-adjust sa naturang kautusan.

“All concerned attached agencies and sectoral offices of DOTr are directed to ensure that operators of public transportation shall allow access or issue tickets only to ‘fully vaccinated persons’ as evidenced by a physical or digital copies of an LGU (local government unit)-issued vaccine card, or any IATF-prescribed document, with a valid government issued ID with picture and address,” ayon sa kautusan.

Hindi naman kasama sa “no vaccination, no ride” policy ang mga sumusunod:

Persons with medical conditions na hindi maaaring bigyan ng COVID-19 vaccination. Pero dapat mayroon siyang dalang duly-signed medical certificate na may pangalan at detalye ng duktor.

Mga taong kailangang bumili ng essential goods and services, tulad ng pagkain, tubig, gamot, kailangan ng medical devices, public utilities, energy, work, at medical and dental necessities. Pero dapat mayroon siyang duly issued barangay health pass o katibayan na kailangan niyang bumiyahe.

Sinabi rin ni Tuazon, na exempted sa patakaran ang mga pupunta sa vaccination centers dahil itinuturing itong "for medical purposes."

Ang paglabag umano sa kautusan ay itinuturing paglabag din sa umiiral na "general safety and health provisions sa ilalim ng concession or service agreements, authority or permits to operate of public transportation, and other similar instrument."

Sinabi ni Tuazon na makikipag-ugnayan ang DOTr sa Land Transportation Office, Land Transportation Franchising and Regulatory Board, Philippine National Police-Highway Patrol Group, at Inter-Agency Council for Traffic para ipagtupad ang bagong patakaran.

Susuriin umano sa checkpoint kung naipatutupad ang kautusan at aalamin kung fully vaccinated talaga ang lahat ng pasahero ng isang pampublikong sasakyan. — FRJ, GMA News
