Negotiation took around five hours between Pavia Police and a 34-year-old gun-wielding suspect in Pavia town, Province of Iloilo.
Joel Dalisay, the suspect, fired at the police prior to his arrest in Barangay Balabag, Pavia evening on April 12, 2025.
Police asked the suspect several times to surrender but he fired instead at the police reportedly five times. The police fired back to incapacitate the suspect.
“Sumisigaw kami sa kanya na mga pulis kami, sumuko ka na lang. Ang iyong baril, i-surrender mo dahil hindi pwedeng mayroon kang baril,” Major Jose Nemias Pamplona, chief of Pavia Municipal Police Station, narrated.
When the suspect was arrested, it was found out he was wounded on the shoulder.
He was taken to the hospital.
After receiving treatment, he was taken into the custody of the Pavia Police.
No policeman was injured, no resident was hurt in the incident.
Earlier, residents complained against Dalisay for firing a gun.
When police responded, he was seen reportedly cocking his gun before going inside his house.
Residents thanked the authorities for incapacitating the suspect who was reported to have wielded frequently a gun.
“May baril sya. At tuwing naglalakad sya, hindi naiiwan ang kanyang baril. At mahilig siyang magbanta sa ibang tao,” alias “Inday,” a resident, said.
A 45-caliber pistol and suspected illegal drugs were seized from Dalisay. He went through paraffin and drug tests. Previously, the suspect was arrested in a drug buy-bust operation. He is also a suspect in a stabbing incident.
He refused an interview with GMA Regional TV One Western Visayas when the news team sought for his comment.
The suspect is set to face charges for attempted homicide, violation of the Commission on Elections (COMELEC) gun ban, and violation of the Comprehensive Dangerous Drugs Act of 2002.
The barangay has expanded its patrolling and monitoring of persons under the barangay drugs watchlist in relation to the incident.
“Sini-strengthen namin ang aming BADAC [Barangay Anti-Drug Abuse Council] at regular monitoring ang aming ginagawa,” Barangay Balabag Chairman Helen Maquiling said.
