Ahead of the 2025 midterm elections, more than 1,500 multiple registrants in Dagupan City have been removed from the voter list to prevent "flying voters."

These individuals were found to be registered not only in Dagupan but also in other towns.

"Mayroon na tayong system sa COMELEC (Commission on Elections) para makita natin ‘yung mga quote and quote flying voter," Atty. Michael Franks Sarmiento, Dagupan City Election Officer, said.

Marylou Zabala, a voter from Barangay Bolosan, believes the fight against flying voters should be a priority for the COMELEC.

"Dapat talaga matanggal sila, hindi sila karapat-dapat bomoto," Zabala said.

The COMELEC has already notified all individuals removed from the list.

"Sinulatan na natin sila, alam na nilang hindi sila makakaboto dito," Sarmiento said.

In Pangasinan, over 3,000 multiple registrants have also been contacted.

"Hindi natin inaalis ‘yung possibility kasi na magamit nila itong double record nila," Atty. Ericson Oganiza, Pangasinan Election Supervisor, said.

In addition to multiple registrations, the COMELEC is also reviewing the list of deceased voters.

According to the Republic Act No. 8189 or Voter’s Registration Act of 1996, if someone has been registered in multiple areas without following proper transfer procedures, their registrations in those areas could be considered invalid.

The COMELEC has the authority to remove such individuals from the voter list. Once removed, they cannot vote until their registration is cleared up through the proper transfer process.
