Authorities in Dagupan City are monitoring mendicants closely following reports of harassment from residents.

The beggars, like those downtown, have reportedly become aggressive, with some even allegedly stoning those who refuse to give them money or food.

In some cases, these beggars were seen allegedly grabbing food from shoppers.

"Kung minsan, hihila nila, pwersahan nilang hinihila yung kumakain, kukunin 'yung mga pagkain... kung minsan, hindi sila bibigyan, namam-bato sila, nagmumura sila ganoon," be Gonzales, a tricycle driver, said.

Local businesses are also noticing a rise in begging, with some individuals asking for money for vices.

"Marami talagang namamalimos, manghihingi, pang-inom pangbisyó. Yung iba naman na pagala-gala, talagang may diperensiya," Grace Reyes, a local entrepreneur, said.

This situation has raised alarm, especially with the holiday season approaching and more people are expected to gather in public spaces.

The city’s Task Force Disiplina is monitoring the situation closely and urged the public to report incidents of harassment or mistreatment.

"Kung maka-encounter ng ganiyang sitwasyon, ipaalam lang sa ating mga task force. Andiyan ang POSO (Public Order and Safety Office), andiyan ang PNP (Philippine National Police), tapos itawag lang sa amin din," Gerry Fernandez, head of Task Force Disiplina, said.
