The Cebu City Government will enforce a “No Permit, No Caroling” policy leading to the Christmas season.
The Cebu City Anti-Mendicancy Board announced on the strict enforcement of the policy.
"Daygon" (Cebuano term for "carol") without permit will be punishable, and individuals who will give money or gifts to carolers will be fined as well based on the city ordinance on anti-mendicancy.
Fines cost P1,000.
Carolers are advised to secure a permit from the Business Permit Licensing Office (BPLO) at the Cebu City Hall.
Legitimate carolers will be allowed at houses, offices, and stores. Rules and regulations of subdivisions or private estates apply separately.
Mendicants such as those that go on board public utility jeepneys and buses and crisscross the streets knocking at vehicles are prohibited.
Mendicants and vagrants will be “rescued” and ordered to render community service, this according to Dr. Lucelle Mercado, head of the Anti-Mendicancy Board, and affirmed by a member, Raquel Arce.
Cebu City Mayor Raymond Alvin Garcia has expressed strong support to the policy.
