While conducting relief efforts for communities hit by #KristinePH, Philippine soldiers reportedly figured in a 15-minute standoff with suspected members of the New People’s Army (NPA) in Barangay Matanglad, Pio Duran, Albay, on Sunday, October 27, 2024.
The clash, which occurred around 6 a.m., involved members of the 49th Infantry Battalion of the 9th Infantry Division (9ID) and roughly 10 NPA fighters.
“Habang nagsasagawa ng relief operations ang tropa sa mga karatig barangay, nakatanggap sila ng impormasyon na may presensya ng mga armadong grupo sa lugar,” Major Frank Roldan, Chief of the Division Public Affairs Office (DPAO), 9ID, said.
The rebels have allegedly stolen relief goods from survivors of storms.
“Batay sa mga nakaraang bagyo, ang mga NPA ay nangunguha ng mga relief goods sa sibilyan dahil hirap din silang makakuha ng pagkain sa bundok,” Roldan said.
While on their way to check on the location, one soldier sustained minor injuries to his leg due to an anti-personnel mine, which is prohibited under International Humanitarian Law.
“Pinuntahan ito ng tropa upang beripikahin ang impormasyon, pero sinalubong sila ng pagsabog ng anti-personnel mines, na nagresulta sa pagkakasugat ng isang sundalo,” Roldan said.
In a statement, the 9ID condemned the NPA’s disruption.
"The 9th Infantry Division (9ID) strongly condemns the reckless interference of the NPA and its lack of compassion towards fellow citizens in the midst of severe needs caused by the typhoon," it read.
The division urged residents to share any information on armed groups to help protect affected communities.
Despite the encounter, the 9ID assured the public that it remains committed to delivering relief to isolated areas like Pio Duran, where damaged infrastructure has hindered access to basic supplies.
