Staff from the Provincial Health Office, the Provincial Social Welfare and Development Office, and other agencies are on standby for immediate assistance.
Search and rescue personnel are monitoring the situation around the clock.
Members of the PNP-Maritime in Ilocos Sur have been patrolling coastal areas, enforcing a strict "no sailing policy" due to the dangerous sea conditions caused by the typhoon.
"Ang PNP-Maritime group ay handang-handa na tumulong, lalong lalo na sa residents na malapit sa coastal areas na maapektuhan. Huwag kayong mag-atubili na humingi ng tulong sa amin," PCpt. Noli Balatico, Officer-in-Charge of Ilocos Sur-Maritime Police Station (MARPSA), said.
Residents have been alerted about the possibility of preemptive evacuation, especially in areas prone to storm surges.
