The Davao City Police Office (DCPO) has denied claims it is requiring a quota and implementing a reward system in its anti-illegal drug operations.

DCPO made the statement after retired Col. Royina Garma claimed at the House Quad Committee hearing that the supposed quota and reward system during the Duterte administration’s war against illegal drugs should be modeled on how it was allegedly being implemented in Davao City.

“I received a call from the President — Rodrigo Roa Duterte…During our meeting, he requested that I locate a Philippine National Police (PNP) officer…indicating that he needed someone capable of implementing the war on drugs on a national level replicating the Davao Model,” Garma said.

Garma released a diagram that allegedly showed the flow of communication and money for police officers who could kill a drug suspect during the drug war of the Duterte administration.

DCPO said it has not implemented a reward system nor required a quota in its illegal drug operations. It said that recognition for its accomplishments is already enough.

“Ang kanang mga quota quota, mga reward system, so far, walay nakita ang Davao City Police Office ana,” DCPO Spokesperson, Captain Hazel Tuazon, said.

DCPO also said it has no idea about the alleged “Davao model” in the war against illegal drugs.

“Wala mi naka kuan anang Davao Model kung unsay pag-target ana. Ang atoa lang gyud, naa tay constant nga meeting, conferences with station commanders kung unsaon pag-improve sa atong operations para maging positive ang resulta,” Tuazon said.

DCPO said the issues related to illegal drug operations involving the city will not affect the police office in carrying out its mandate.

“Ang Davao City Police Office would be part of the solution, dili ta part sa mga problema sa kung unsa may mga gibato sa DCPO, dili lang na sa DCPO sa ngalan nga under ta sa Philippine National Police organization. Magpabilin gihapon ang atong kapulisan sa Davao City Police Office ug magpabilin ming lig-on ug dili magpaapekto,” Tuazon added.
