Allacapan Mayor Harry Florida has filed his Certificate of Candidacy (COC) for congressman of Cagayan's 2nd District.

Florida submitted his COC at the Commission on Elections (COMELEC) office in San Gabriel, Tuguegarao City on Monday, October 7, 2024.

Running under the National Unity Party, Florida is part of the "One Cagayan" team led by Retired General Edgar 'Manong Egay' Aglipay, who is vying for the governorship, alongside incumbent governor Manuel Mamba.

Florida was accompanied by his wife, Allacapan Vice Mayor Yvonne Florida, and supporters from the One Cagayan group during the filing of his candidacy.

Florida said he plans to focus on the agricultural sector, especially during disasters. He noted the lack of post-harvest facilities as a major issue affecting the district's farmers.

Florida also plans to introduce stronger laws that go beyond financial aid and aim to create jobs and opportunities for the people of Cagayan.

“Huwag po tayong mag-pokus sa mga ayu-ayuda, dahil that is not a permanent solusyon sa kahirapan po natin, hindi naman natin pinupuna yung pagbibigay ng ayuda, pero yung mga ganun na hakbang ay walang sustainability,” Florida said.

He added that investments for long-term solutions are necessary for the province's growth.
