Incumbent Councilor Celia Lim filed her certificate of candidacy for mayor, setting up a head-to-head race against current Mayor Belen Fernandez in #Eleksyon2025.

Lim, along with her son, former Mayor Brian Lim, attended a Mass at the St. John the Evangelist Cathedral before submitting their COC before the Commission on Elections (COMELEC).

Brian also filed his candidacy for vice mayor, challenging incumbent Vice Mayor Bryan Kua.

“Mayroong calling sa akin para sa positive change para sa Dagupan City. I accept this calling. Gusto kong maibigay ang magandang ehemplo sa Dagupan City,” Lim said.

The Lim and Fernandez families are prominent business owners in Dagupan.

The Lim family runs a retail company based in Dagupan City with branches in Pangasinan, Ilocos Sur, Nueva Ecija and Zambales.

While the Fernandez family owns a retailer under a group of companies based in Dagupan City.

According to COMELEC Dagupan, two political parties have filed their COCs, so far, along with two independent candidates for councilor.

The list of candidates is not final as substitutions are allowed until October 8.

“Ang deadline for substitution due to withdrawal ay bukas pa kaya hindi pa official ang mga hawak natin na mga COC," Election Officer Atty. Michael Franks Sarmiento said.
