Provinces in Northern Luzon are on high alert due to #JulianPH, which has already caused flooding in schools and stranded a fishing boat in Cagayan.

The Philippine Coast Guard has been monitoring coastal areas, especially in Cagayan, where fishing activities have been banned temporarily.

In Buguey, Cagayan, a fishing boat was stranded at sea due to the storm. All crew members were rescued safely.

In Ballesteros, Cagayan, a school was flooded, damaging some equipment. School officials said they are ready to deal with the storm’s effects.

Schools in Aparri are also on alert, securing their facilities against strong winds and rain.

Several towns, including Sta. Ana, Gonzaga, and Baggao, are under red alert, with the "No Sailing, No Fishing, No Swimming" policy in effect.

“Sa forecast nila, ang landfall will be Batanes but we are not ruling out na baka magbago ang track niya at sa mainland ng Cagayan pupunta,” Ruelie Rapsin, Officer in Charge of the Cagayan Provincial Disaster Risk Reduction and Management Office (PDRRMO), said.

In Sta. Ana, no fishermen have ventured out to sea, and the Coast Guard is keeping a close watch along the shorelines.

“‘No sailing’ policy dahil may bagyo at Signal Number 1,” CG ENS Cyril Mark Lominio, Commander of Coast Guard Substation-Santa Ana, said.

The PDRRMO has also recommended preemptive evacuations for residents near mountainous areas.

Local authorities in La Union are monitoring major rivers, and evacuation centers are on standby in case of emergencies.

While no evacuations have been carried out in Cagayan as of this writing, residents are advised to remain alert as weather conditions could worsen overnight.
