Former mayor of Cebu City, Tomas Osmeña, appeared before the quad-committee hearing of the House of Representatives on September 19, 2024 as one of resource persons in the Congressional probe on Philippine Offshore Gaming Operations (POGOs) and ties to the illegal drugs trade, drug war and extrajudicial killings (EJK) during the administration of former president Rodrigo Duterte.

Osmeña presented documents that mentioned of Royina Garma, retired police colonel and former general manager of the Philippine Charity Sweepstakes Office (PCSO).

Garma was Cebu City's first female police chief during the Duterte administration.

He has given all documents to the committee for validation.

It was learned that on the same day Osmeña appeared at the hearing, the Ombudsman has reversed its earlier decision suspending him for one year based on a complaint filed by former Cebu City police director Garma.

“Garma evaded the Congressional hearing I attended today, which is disappointing because just two hours ago, the case she filed against me with the Ombudsman was dismissed. It would have pleased me to no end to ask her to read it,” Osmeña said in his post.
