Residents of Dagupan City are dealing with compounded challenges in commuting - floodwaters that have lingered in the streets and drivers charging more than the P10 minimum fare.

"Minsan kasi, mayroon ‘yung sobrang maningil kahit na senior. Kahit kasama mo na ‘yung senior, grabe silang maningil," Mari-len Cayago, a 52, said.

Gelyn Miano, another commuter, said some drivers are even choosy with their passengers.

"Sa ibang driver, nagbayad ka na, tapos papadagdagan pa nila," she said.

Tricycle drivers, for their part, said they, themselves, are facing difficulties

"Konting pasensiya lang ‘yung hinihingi namin. Hindi naman lahat ng pasaheros mabait, mayroon din talagang magagalit kasi alam nila [ang] minimum fare," Peter Fernandez, a tricycle driver, said.

According to the Public Order and Safety Office (POSO), any tricycle driver caught overcharging will be fined.

POSO Chief Arvin Decano advised passengers to report such incidents.

"Kung sa tingin niyo mataas ang singil sa inyo, punta kayo sa POSO office, kunin mo ang plate number niya... at ipatatawag namin at huhulihin," Decano said.

Passengers are encouraged to file formal complaints to ensure that these drivers are held accountable.
