Heavy rainfall inundates portions of towns in the Province of Antique.

The rise in water level in areas was reportedly swift due to the southwest monsoon (habagat) intensified by Tropical Storm (TS) Bebinca. 

Over a thousand individuals were evacuated in Antique.

According to the Provincial Disaster Risk Reduction and Management Office (PDRRMO), flooding and landslides were recorded beginning on September 12, 2024.

These landslides, however, are minimal, PDRRMO Antique said. The national highway remains passable.

In the town of Tobias Fornier, at least 66 families were evacuated. One house was destroyed reportedly by the downpour.

“May mga 545 families ang nag-evacuate ukon mga 1,825 ka persona diya sa aton nga munisipyo diya sa Antique nga naapektuhan. Ang bahol ka diya amo sa Pandan, may diyan man sa Laua-an, Bugasong kag may mga areas man nga naapektuhan sa Hamtic kag Sibalom (May mga 545 families na nag-evacuate o mga 1,825 na tao dito sa ating munisipyo, dito sa Antique, sa apektado. Ang marami dyan ang Pandan, may nandiyan din sa Laua-an, Bugasong, at may areas ring naapektuhan sa Hamtic at Sibalom),” Broderick Train, PDRRMO Antique chief, said.

Severe Tropical Storm Bebinca has weakened into TS Bebinca at about 10 a.m. on September 13, 2024 as it continues moving outside of the Philippine Area of Responsibility (PAR). But the rains dumped since September 12, 2024 urged Local Government Units (LGUs) in Western Visayas to cancel classes on September 13, 2024.

Twelve LGUs in the Province of Iloilo declared suspension of classes. These are San Joaquin, Igbaras, Miag-ao, Dueñas, San Enrique, Estancia, Anilao, Tigbauan, Ajuy, Dumangas, Barotac Nuevo, and Maasin.

The whole of Aklan Province and Iloilo City also suspended classes on September 13, 2024 until further notice. A few LGUs in Capiz have declared cancellation as well.

At the Parola Wharf in Iloilo City, the weather has been monitored because voyage of fiber boats will be suspended temporarily in zero-visibility condition.

However, the Philippine Coast Guard (PCG) has not issued a stoppage order on voyages of sea vessels. Voyages in Iloilo observe the regular schedule.

"Ang inyo nga Coast Guard diri sa province naka-heightened alert subong nga panahon. Ready to deploy kag anytime may emergency, ara kami mag-respond (Ang inyong Coast Guard dito sa province, naka-heightened alert ngayong panahon. Ready to deply at anytime may emergency, nandyan kami na mag-respond),” CPO Jackielou Ang, PCG Iloilo deputy commander, said.

Meanwhile, in Negros Occidental, 22 LGUs cancelled classes because of the inclement weather.

Most of these are cancellations in all levels in both public and private schools, except Bacolod City where the mayor said that cancellation is with the discretion of the school management.

Voyages of seacraft in Bacolod City and other ports in Negros Occidental are unhampered, as of posting time.

In an advisory of PCG Northern Negros Occidental, small sea vessels are advised from venturing out to sea to avert any sea mishap.
