Sea vessels serving the Siquijor-Dumaguete Port route have cancelled trips due to rough seas. 

The cancellation was announced on September 12, 2024 following PAGASA’s weather advisory on Tropical Storm (TS) Bebinca that has intensified into Severe Tropical Storm (STS) before entering the Philippine Area of Responsibility (PAR) on Friday, September 13, 2024. 

Coast Guard Station Siquijor issued Sea Travel Advisory Number 1 at 2 p.m. on September 12, 2024 that "suspends temporarily all voyages of fishing boats and other small crafts with 15 gross tonnage (GT) and below."

“Meanwhile, larger sea vessels are hereby alerted against big waves and advised to take precautionary measures during unfavorable weather condition to avert maritime incident,” the sea travel advisory, signed by CGS Siquijor Commander Richelito Arbis, said.

Other vessels that ply the Cebu-to-Tagbilaran and Cebu-to-Tubigon routes have also started to cancel trips, as of 4 p.m. on September 12, 2024. 

Based on the report of GMA-7’s “Balitanghali" on September 12, 2024, STS Bebinca is located 1,975 kilometers east of Central Luzon packing maximum sustained winds of 95 kilometers per hour, gustiness of up to 115kph, and moving northward at the speed of 20 kph.

In an earlier forecast, the trough of STS Bebinca was expected to bring cloudy skies with scattered rain over the eastern sections of Luzon and Visayas while the southwest monsoon or "habagat" will be affecting Mindanao, and the rest of Southern Luzon and Visayas on September 12, 2024.

PAGASA in a weather update at 5 p.m. on September 12, 2024 said that the southwest monsoon is affecting Palawan, Visayas, and Mindanao, while the trough of STS Bebinca is affecting the rest of Luzon.

“The whole Visayas, Palawan including Kalayaan Islands, and Occidental Mindoro will have cloudy skies with scattered rains and thunderstorms due to the southwest monsoon. Moderate to strong winds from southwest to west will prevail over the whole Visayas with moderate to rough seas,” PAGASA said. 

General flood advisories were also issued at 6 p.m. on September 12, 2024 for Region 4 (MIMAROPA), Region 5 (Bicol Region), Region 8 (Eastern Visayas), Region 9 (Zamboanga Peninsula), Region 11 (Davao Region), Region 12 (SOCCSKSARGEN), and Region 13 (CARAGA).

STS Bebinca will be named “Ferdie” once it enters PAR. 

As of this posting, PAGASA has not issued yet a gale warning advisory.
