Residents in parts of Cagayan experienced strong winds overnight, prompting the evacuation of over 100 individuals in several towns.

Despite improved weather, concerns remain as the province monitors the water level at rivers, as of this writing.

Strong winds battered parts of Cagayan throughout the night, leading to sporadic rain in Baggao.

In Sta. Ana, the Municipal Disaster Risk Reduction and Management Office (MDRRMO) stood by, ready to respond to emergencies.

"On-going ang monitoring namin sa bawat barangay," Marion Miranda, a Sta. Ana DRRM officer, said.

Around 7 p.m. on September 3, Cecilia Catubay, along with her two grandchildren, evacuated to the barangay hall in Casagan to ensure their safety.

"Mahirap kasi mababa doon mababaha kami," Catubay said.

According to the Cagayan PDRRMO, 110 individuals were evacuated from Sta. Ana, Claveria, Gattaran, and Baggao.

They were allowed to return home the following morning as the weather conditions improved.

However, travelers headed to Divilican, Isabela, have been stranded at San Vicente Port for two days due to a no-sail policy still in effect.

"Dalawang araw na kami dito, may bagyo daw pero okey na ang panahon," Abraham Bonuan, one of the stranded passengers, said.

The Philippine Coast Guard continues to monitor the coastlines, while the PDRRMO keeps an eye on the major river systems, which are currently below normal levels.

Despite this, the province remains on alert due to its position as a catch basin for upstream water.
