A barangay chairman in the City of Naga, Cebu was arrested in an entrapment operation of the National Bureau of Investigation Central Visayas Regional Office (NBI CEVRO) and the Bureau of Internal Revenue (BIR).

The barangay captain was nabbed for falsification of documents.

It was found out that he falsified a Deed of Absolute Sale for a lot in Moalboal town, and a Certificate Authorizing Registration (CAR).

In a video captured by NBI CEVRO, it was seen that a man was sitting in a “bahay kubo" (hut) with two women while a van was approaching. NBI operatives were on board the van on a hot pursuit operation against the suspect. 

Found in the suspect's possession are falsified documents such as a Deed of Absolute Sale and a CAR.

Prior to his arrest on August 24, 2024 in his residence, the NBI operatives read out to the suspect the Miranda rights. Afterwhich, he was taken to the NBI office.

NBI CEVRO led by Regional Director, Atty. Renan Augustus Oliva, revealed the identity of the suspect as Edden Gera Nocon, 42 years old, barangay chairman of Tinaan, City of Naga.

Nocon is set to be charged for violation of Section 257 of the National Internal Revenue Code and falsification of official document penalized under Article 173 of the Revised Penal Code.

According to Atty. Fidel Calvan, chief revenue officer of BIR, the suspect falsified an electronic CAR (e-CAR) of the BIR that was presented to the Register of Deeds  to facilitate the transfer of a lot title in Moalboal under the name of the suspect's deceased mother.

Earlier, two of Nocon’s accomplices were entrapped by NBI operatives. The two were sent to process the fake documents. The two were the ones who disclosed the identity of the barangay captain that led to the hot pursuit operation and the eventual arrest of the suspect.

Officials from BIR said they have a tight campaign against swindlers that use the BIR office in their illegal activities such as the falsification of documents.

BIR officials showed how to detect fake documents with the use of ultraviolet light. The UV light is bound to illumine and reveal the security features of original documents.

Aside from the charges filed at the City Prosecutor’s Office, another case will be filed at the Anti-Graft Office as the suspect is an elective official.

NBI is further set to determine possible accomplices of the suspect working at government offices.

Further, it was learned that the suspect has other cases of similar modus.

GMA Regional TV Balitang Bisdak tried to seek comment from the suspect, but he hid inside his detention cell.
