The Capiz Provincial Prosecutors Office has recommended the filing of a case for violation of the Animal Welfare Act against a Sangguniang Kabataan (SK) chairman who was caught on video clubbing a dog to death.

The recommendation stemmed from a complaint filed by the Capiz Animal Welfare Advocates, Inc. against the SK chairman of Barangay Blasco in Pilar town, Province of Capiz.

The SK chairman was seen in a viral video to have hanged by the neck a dog. He was further seen beating the dog to death on May 8, 2024.

A case is also recommended against his accomplices – the person who pulled the cord around the dog’s neck while it was beaten to death, the person who took the video who was heard to have been taking pleasure at the sight, and the owner of the dog who gave reportedly the order to have the animal killed.

The resolution made by the prosecutors office was released on June 27, 2024.

Once proven guilty, the accused will serve jail time of about three years.
