In a coordinated operation with the use of a search warrant, authorities raided five villas in a resort in Clark, Pampanga.
The joint force included the Philippine National Police (PNP), PNP Criminal Investigation and Detection Group (CIDG), Department of Justice (DOJ) Inter-Agency Council Against Trafficking, and Presidential Anti-Organized Crime Commission (PAOCC).
The villas were reportedly leased by top officials of Zun Yuan Technology and business partners of suspended Mayor Alice Guo from Baofu Corporation in Bamban, Tarlac.
Chinese fugitive Huang Zhiyang was not found in his villa, although his residence had its own high-caliber armed guard.
Documents with the names of Zhang Ruijin and Baoying Lin who are detained in Singapore for money laundering were discovered in one villa.
"'Yung iba bukas pa yung mga aircon nila, [yung] iba bukas pa yung electric fans, yung iba mainit pa yung mga tea. So, siguro baka natunogan din nila yung pagpasok natin… Maliit na lang ang mundo nila, tingin ko anytime mahahuli rin itong mga ito," Usec. Gilbert Cruz, Executive Director of PAOCC, said.
A total of 19 foreigners were subjected to welfare checks at the location, while two Filipinos were detained for investigation.
One of them is a male former police officer from the Police Security Protection Group (PSPG) of the PNP, now reportedly employed as a driver.
Suspicious images and videos were found on his cellphone.
"Kailangan niyang ipaliwanag yung mga pictures — like yung mga tinutorture, and then pictures ng mga isang insidente ng pamamaril. Deklarasyon ng iba dito, nakikita nag-si-security daw siya kay Mayor Alice Guo. Siya yung nag-pu-provide ng security, but of course, i-imbestigahan pa talaga natin," Cruz said.
The compounds remain under tight security as authorities continue to search through the villas.
