Three were arrested and at least 20 women were rescued in a raid conducted by the National Bureau of Investigation-Cebu District Office (NBI-CEBDO) in establishments in Mandaue City found to have offered “extra service” to clients.

The raid was carried out simultaneously on Friday evening, June 21, 2024 in three establishments in Barangay Banilad, Mandaue City. Two of these establishments offer massage and spa services, while the other is a KTV bar.

The simultaneous raids were conducted based on reports of illegal activities that were confirmed by the NBI-CEBDO personnel.

The establishments offered “extra service” inside rooms and cubicles.

“We conducted actual surveillance operation, undercover surveillance, we were offered by the receptionist, manager kung magpa-lingam kami or what they call prostate massage,” Bienvenido Panican, NBI-CEBDO special investigator, said.

“Aside sa lingam naa sad silay gi-offer nga extra service kung gusto mo mag-all the way right then and there buhaton didto. Naa sad silay way nga allowed sila mo-touch sa private parts sa babaye for additional fee,” Arnel Pura, NBI-CEBDO agent in charge, disclosed.

The KTV Bar was also found to have offered “extra service” to clients by women-workers referred to as "customer care assistants."

“These establishments are operating separately individually with the different owners, pero ang emphasis nato sa KTV Bar, out of the proceeds sa gibayad nila nga bar fine gitawag nila nga dohan, naay cut based sa affidavit gi-execute sa victims, naay cut ang establishment, yan ang isa sa solid proof,” Pura added. 

The 20 women rescued were turned over to the Department of Social Welfare and Development.

The three persons involved in the illegal operations were charged for violation of the Trafficking in Persons Act.
