The increasing volume of waste in Vigan City, particularly after the typhoons in 2023, has prompted local authorities to take action.

According to the Vigan City Environment and Natural Resources Office, the city collects over 60 tons, or around 54,000 kilograms, of waste daily, with volumes reaching 70 to 80 tons during peak tourism seasons.

In response, the city government is considering an ordinance aimed at reducing and regulating the use of plastic bags.

"Hindi ‘yung totally na pinagbabawal natin yung paggamit ng plastic, kundi ‘yung bawal lang [ay] yung tinatawag nating double plastic," Vigan City Councilor Jay Andia, Chairman of the Committee on Environment and Sustainable Development, said.

This means customers will not be allowed to use two plastic bags for a single product. Instead, shoppers will be required to bring their own eco bags, baskets, or bayongs when going to the market.

“Nalaglagan lang ta; a ta maminsan lang nga pangikkam. Nasyaat met ta basbassit ti mausar nga plastic." Jacqueline Pastor, a shopper, said.

"Ibagami nga mangitugot da ti eco bag da ta madi mabalin ti agdoble," Virginia Tolosa, a market vendor, added.

The proposed ordinance also mandates the use of biodegradable bags, which must be clearly marked.

“Kumbaga times two na nabawasan na yung paggamit ng plastic ng mga customers," Andia said.

The Committee on Environment and Sustainable Development said they are also coordinating with barangay councils to collaborate on reducing waste in the city.
