The local government of Camalig in Albay has approved an Emergency Management Plan a year after four people were killed when the Cessna plane they were riding crashed at the Mayon Volcano. 

The town’s EMP Book serves as a comprehensive guide for authorities and government officials in times of emergencies, particularly in the event of an aircraft accident. 

Its purpose is to provide direction for rescue units and other agencies that need to intervene in such situations.

"Sa Camalig Municipal Disaster Risk Reduction and Management Reduction may approve na po yung local sanggunian na emergency management plan offsite aircraft accident na magiging guidance sa ating mga rescue units then sa ating mga partner agencies," Dr. Rommel V. Negrete, Jr., head of the Municipal Disaster Risk Reduction and Management Office (MDRRMO) in Camalig, said.

On February 18, 2023, the Civil Aviation Authority of the Philippines (CAAP) said the Bicol International Airport lost contact with a Cessna 340 plane carrying four people.

Authorities were able to locate the crash site of the plane on February 19, 2023.

In an interview on Dobol B TV, Mayor Carlos Baldo of Camalig, Albay, said that it was a challenging retrieval operation because of the volcano's treacherous terrain.

There were no survivors. The bodies were found outside the plane and were brought down by rescuers on foot.
