An alleged member of the Gilbert Concepcion criminal group and one of the most wanted persons in Bicol was arrested by the National Bureau of Investigation (NBI) in Laguna.

The NBI identified the man as Ruel Cabrillas, one of those linked to the discovery of six human skulls in Libon, Albay, in June 2022.

He was presented to the public as one of Bicol's most wanted on January 30, 2024.

"Subject Cabrillas was allegedly responsible for the killing of Gilbert Quinzon and Glen Quinzon who went missing on June 6, 2021. Cabrillas is likewise linked to the hacking and beheading of the victims Newel Ansay and Marlon Ansay. Cabrillas is allegedly a member of Gilbert Concepcion's group," Atty. Gertrude Manandeg, Deputy Spokesperson of NBI, said.

Cabrillas was charged with kidnapping and murder.

The Concepcion criminal group is suspected of abducting and killing around 30 police assets in Libon, Albay.

Earlier in January 2024, Gilbert Concepcion, the alleged leader of the criminal group, was killed in action during the service of a warrant of arrest in Manila.

With Concepcion gone, PRO-5 hopes that the group's influence and activities would weaken significantly.

While the Ansay family sees the arrest of Cabrillo as a form of justice, they said it does not change what happened to them. 

Marlon and Newel Ansay's mother said her children cannot be replaced and she still has not recovered.

"Pero dawa pirang taon, dae na talaga ninda ito mabuhay. Ang pig-orehan po nindang pamilya, dakulaon ang inaataman kong makuapo. Kaya dae po talaga ako nakakarekober hanggang sa ngunyan, makulugon po talaga ang buot ko," she said.

Although the Ansay family has no other choice but to endure, Marlon's spouse sees Cabrillo's arrest as a positive step.

"Sabi ko po ngani, 'Dawa pira pang buhay ang mawara sainda, dae na ninda matutumbasan si mga padangat ming nawara... lalo pa po ta may mga aki kami na sa urualdaw hinahanap ang ama ninda,'" she said.

The NBI urged the public to report any sightings of other members of the criminal group.

"Kung nakita niyo 'yung mga miyembro nito, mag-report lang kayo sa amin, kasi hanggang nandiyan sila hindi matatapos ang problema sa Albay, lalo na sa Libon, Region 5 and Region 4. Huwag matakot, kasi kung hindi natin ito tatapusin, marami pa itong mabibiktima," Jimenez said.
