A vacant lot in Barangay Lucao, Dagupan City has become a dumpsite, with sacks of garbage scattered across the area, causing health concerns among residents and motorists.

Some people also dump dead animals at the lot, which has emitted foul odor.

“Yung amoy at saka yung itsura niya, minsan nagkalat sa kalsada. Hindi naman namin sila mahuli kung sino nagtapon diyan,” Nelson de Guzman, a motorist passing by the area, said.

Residents like Wilma Cervantes are also worried about the impact of the foul smell to the health of children.

“Sobrang baho. Tapos madaming mga basura, may mga hayop na tinatapon. Kawawa yung mga bata,” she said.

Barangay officials struggle to identify the culprits due to the absence of closed circuit television (CCTV) cameras.

Barangay personnel reportedly clean the area daily but trash still gets dumped there.

“Araw-araw kaming naglilinis. Pagkalinis namin, gabi may basura na naman,” Richard Razo, a barangay councilman, said.

He said they have a strict "No Segregation, No Collection" policy.

Authorities warn that anyone caught illegally dumping waste in the area will face penalties.
