Three children in conflict with the law (CICL) are among the first batch of beneficiaries of “First Project Salute” of the Talisay City Police Station.

The three beneficiaries are ages 11 years old, 12 years old, and 13 years old. 

The three were once involved in a burglary of a store in upland Barangay Manipis, Talisay City, Cebu. 

The three beneficiaries - two boys and a girl - admitted to their involvement in the burglary in September 2024 wherein they took about P400 (four hundred pesos) in store proceeds.

One of them sneaked in the store while the other two served as spotters, police said.

The three initially said that they were persuaded by another youngster to commit the thievery. The said youngster is reportedly at the Regional Rehabilitation Center for Youth, a facility in Argao town in south Cebu Province run by the Department of Social Welfare and Development (DSWD).

The three are among 50 beneficiaries (ages nine years old to 17 years old). They are reportedly habitual offenders of Talisay City’s curfew ordinance and other CICLs.

The project would include their parents in the sessions to be guided accordingly as to how to deal with their children going through interventions, and to determine who among them would benefit from a livelihood program and educational assistance to further avert any involvement of their children in illegal activities.

Aside from the Talisay City Police Station (TCPS), Talisay City Social Welfare Services (CSWS), Gender and Development (GAD) focal persons, and other stakeholders came to offer a helping hand in assuring the project succeeds. 

The stakeholders affixed their signature on a Commitment Wall during the launch to guarantee success and sustainability of the project.

Talisay City Mayor Gerald Anthony Gullas, Police Lt. Col. Epream Paguyod of TCPS, and Talisay CSWS Officer Coleen Enajada led the project launch.
