Gloria Arroyo, lusot sa reklamong graft kaugnay ng fertilizer fund scam

Ibinasura ng Office of the Ombudsman ang reklamong katiwalian na inihain laban kay dating Pangulo at ngayo'y Pampanga Rep. Gloria Macapagal-Arroyo kaugnay sa umano'y fertilizer fund scam.
 
Sa isang resolusyon, inihayag ng Ombudsman na hindi ito nakitaan ng "probable cause" upang isakdal si Arroyo sa Sandiganbayan dahil sa kakulangan ng ebidensya.

"Complainant failed to present any documentary or testimonial evidence proving respondent's alleged knowledge of, or participation in, the scheme perpetrated by Lorenzo and Bolante," nakasaad sa desisyon. Tinutukoy nito ang iba pang naakusahan sa reklamo na sina dating Agriculture secretary Luis Lorenzo at dating Agriculture undersecretary Jocelyn "Joc-Joc" Bolante.
 
Noong Abril 2011, inirekomenda ng Ombudsman ang paghahain ng reklamong plunder laban kay Lorenzo at Bolante kaugnay ang anomalya. Pareho silang nagsilbi sa ilalim ng administrasyong Arroyo.
 
Base sa reklamong inihain ng militanteng grupong Pamalakaya, mayroon umanong "direct control" si Arroyo bilang pangulo sa mga naging aksiyon nina Lorenzo at Bolante.
 
Ngunit batay sa resolusyon, wala sa mga dokumentong isinumite ng nagrereklamo na makapag-uugnay kay Arroyo sa umano'y iregularidad.
 
"All of the documents submitted by complainant were prepared and signed by other persons, and not by respondent," anang Ombudsman.
 
"Thus, no reasonable conclusion may be made that she, directly or indirectly, took part in the alleged irregularities that attended the entire process in the release of the fund,"  dagdag nito.
 
Ang reklamo ay kaugnay sa P728-milyong halaga ng mga fertilizer fund na umano'y ginamit sa kampanya ni Arroyo nang tumakbo ito sa 2004 presidential elections.
 
Naging kontrobersiyal ang pagkapanalo ni Arroyo sa mahigpit niyang nakatunggali na si Fernando Poe Jr.
 
Naglabas ang Department of Budget and Management ng P728 milyon sa Department of Agriculture sa ilalim ng Special Allotment Release Order (SARO). Dapat napunta umano ang pondo sa 181 benepisaryong sa mga congressional district, mga probinsya at munisipalidad.
 
Subalit ayon sa Commission on Audit, 76 sa 181 benepisaryo ay hindi nakatanggap ng kanilang bahagi sa pondo, habang 18 naman na non-beneficiaries ang nakatanggap.
 
Kasalukuyang naka-hospital arrest si Arroyo sa Veterans Memorial Medical Center sa Quezon City para sa kasong graft  kaugnay sa umano'y maanomalyang paggamit naman ng intelligence fund ng Philippine Charity Sweepstakes Office noong 2008 hanggang 2010.
