Floods, landslides hit parts of Luzon due to Tropical Depression Luis

Flooding and landslides affected several areas in Luzon before Tropical Depression Luis weakened into a low pressure area (LPA), according to reports on GMA News' Unang Balita on Tuesday.

In Pangasinan, heavy rains brought by Luis triggered flooding in several towns and cities, slowing traffic and prompting authorities to closely monitor vulnerable communities.

Motorists were forced to drive slowly along the Dagupan-Calasiao Road due to floodwaters.

The local government of Calasiao continued to monitor low-lying areas, particularly communities near the Marusay River.

Floodwaters in the area could rise above waist level when heavy rains continue, according to residents.

Flooding was also reported along Tapuac Road in Dagupan City, while water levels rose in several residential areas due to the combined effects of heavy rainfall and high tide.

Meanwhile, officials in Barangay Quibuar in Alaminos City warned that a local dam was nearing overflow.

The barangay council advised residents to avoid going near the dam and nearby rivers as authorities continued to monitor the situation.

Aurora

Aurora also experienced intense rains brought by Luis.

In Dipaculao, floodwaters filled a road near the spillway in Barangay Dianed after runoff from the mountains caused water from the spillway to overflow, according to YouScooper Mark Mico Belen.

The flooding made travel difficult for motorists and residents.

In some areas, rocks and soil from portions of a mountainside that collapsed also obstructed roads.

The local government immediately conducted clearing operations to remove the debris and restore access to affected roads.

Isabela

Authorities in Isabela have maintained the implementation of a no-swimming, no-sailing, and no-fishing policy due to lingering rough sea conditions.

According to GMA Regional TV's Sendee Salvacio, intermittent rains continued to affect Ilagan City on Tuesday morning.

In Echague, authorities blocked access to the Gucab Overflow Bridge after the Cagayan River reached unstable levels.

Residents and local government personnel installed large steel barriers across the bridge to prevent motorists from crossing. The Municipal Disaster Risk Reduction and Management Office (MDRRMO) said some motorists still attempted to use the route despite warnings and the presence of fallen trees and debris.

Four overflow bridges in the municipality remain closed to traffic: Annafunan, Gucab, Baculod, and Alicaocao.

The Provincial Disaster Risk Reduction and Management Office (PDRRMO) said its equipment remains on standby for immediate deployment following Luis' landfall in Maconacon, Isabela.

Provincial authorities also continue to enforce the liquor ban while quick response teams, rescue boats, and personnel remain on 24-hour monitoring at the provincial command center.

Although coastal communities did not sustain significant damage from the storm, strong winds and rough seas continue to affect Isabela's coastline, prompting officials to advise the public to avoid unnecessary travel at sea.

The Provincial Social Welfare and Development Office has also prepositioned 5,000 family food packs for possible deployment should evacuation centers require additional assistance.

Nueva Ecija

Flooding was also reported in Muñoz, Nueva Ecija, where knee-deep floodwaters submerged several roads in Barangay Bagong Sikat.

Some residents waded through floodwaters to reach schools and workplaces, while others rode tricycles that also had to pass through flooded streets.

Benguet

A video taken by Lenny Campolet and shared by GMA Regional TV One North Central Luzon showed Bridal Veil Falls along Kennon Road in Barangay Twin Peaks, Tuba, Benguet, swelling on Monday as the Southwest Monsoon (Habagat), enhanced by Tropical Depression Luis, continued to bring heavy rainfall to the province.

Bohol

Meanwhile, a 40-year-old fisherman was rescued after his boat sank at the height of the storm off the waters between Valencia and Garcia Hernandez in Bohol.

According to the Coast Guard Station Eastern Bohol, large waves caused the fishing boat to sink. During search and rescue operations, responders found the fisherman clinging to his waterlogged boat before bringing him safely back to shore.
