Show cause order issued vs. owner of tricycle that dragged cat in viral video
A show cause order was issued against the owner of the tricycle that dragged a cat as seen in a viral video online.
According to Raffy Tima’s report in 24 Oras on Monday, the Land Transportation Office (LTO) already implemented a moto propio investigation on the incident just days after the video made rounds on social media.
“Ginagawa po natin ito sa mga nagba-viral videos kahit po walang reklamo, kapag nakita po natin na may possible violations of [Republic Act] 4136 or possible that the person is not a proper person to operate a motor vehicle, tayo po ay nagi-issue ng show cause order,” said LTO Executive Director Greg Pua.

The LTO asked the owner of the tricycle to appear before the main office on January 20 along with the driver.
“Mag-appear sana kasama na yung driver para yung driver po talaga yung ma-penalize natin,” said Pua.
(We hope that he will appear along with the driver so the latter could be penalized.)
The driver's license of the tricycle driver could be revoked if he is proven guilty.
The LTO said that it has revoked more than 1,000 licenses in 2024 after show cause orders were issued to the drivers and hearings were held.
“Per our record, per our history, yes, ito yung pinaka madami na na revoke na license because of our aggressive stand,” said Pua.

Depending on the violation, once a license is revoked, a driver could not be allowed to be issued with a new license within two to four years.
In some cases, some were not allowed to apply for a license perpetually.
“Every violation mo, may katumbas ‘yan na demerit points. So pag naubos mo yung 40 na yun, yung iyo pong driver’s license is automatically nare-revoke,” said Pua.
