Ex-city administrator in Cebu arrested for alleged usurpation of authority
Personnel of the Cebu City Police Office led by Police Colonel Antonietto Cañete put handcuffs on Atty. Collin Rosell, former Cebu City administrator, for alleged usurpation of authority.
After his six-month preventive suspension, Atty. Rosell returned to the Cebu City Hall for work on November 8, 2024, and issued a memorandum to the City Security Unit on "Re-assumption of Office of Mayor Michael Rama and Security Protocols at Cebu City Hall."
However, Cebu City Legal Officer Santiago Ortiz, Jr. reported the incident at the Waterfront Police Station.
In a post on Cebu City News & Information, official news portal of the Cebu City Government, Ortiz filed a blotter to document Rosell’s alleged unauthorized entry into the City Hall and the issuance of a memorandum, despite "no longer holding the position of city administrator."
According to Ortiz, Rosell’s actions could "potentially disrupt official operations at City Hall, as he is no longer authorized to make administrative decisions on behalf of the city. The blotter filing serves as a formal complaint, intended to address and prevent further unauthorized actions within City Hall’s premises." (With reports from Cebu City PIO) —GMA Regional TV News
