Bulacan offers P500K reward for suspects in provincial exec slay


The Bulacan provincial government has offered a P500,000 reward to anyone who can give a tip on the whereabouts of the four suspects in the killing of Sangguniang Panlalawigan ng Bulacan board member Ramilito Capistrano and his driver. 

“Naglabas din ng reward na P500,000 ang LGU po ng Bulacan for anyone who can provide information that will lead to the arrest and location po nitong si Sgt. Pascual, Gallardo, alias ‘Lupin’, at alias ‘Jeff’ po,” said Philippine National Police spokesperson P/Brigadier General Jean Fajardo in a press briefing on Thursday. 

(The Bulacan LGU has also offered P500,000 reward for anyone who can provide information that will lead to the arrest and location of Sgt. Pascual, Gallardo, alias ‘Lupin’, and alias ‘Jeff’.)  

Double murder complaints were already filed against suspects Police Staff Sergeant Ulysses Hernani Castro Pascual and his cousin Cesar Mayoralgo Gallardo Jr. and their accomplices “Jeff” and “Lupin” before the Prosecutor’s Office of Malolos City. 

Capistrano, who is also the head of the Association of Barangay Captains in Bulacan, and his driver Shedrick Toribio were inside their vehicle when the suspects staged the ambush last October 3. 

Pascual was arrested earlier but was able to escape after a police officer allowed him to go home.  He never returned to police custody since last week.

The police are still figuring out the motive behind the crime, but it does not disregard the possibility that it could be work-related. 

“Hindi pa po natin ma-single out kung ano po yung motibo until such time na mapin-point po natin yung mastermind. Because it appears na itong pong mga suspects na sinampahan ng kaso were just the instrument na ginamit nitong mastermind para patayin itong si Capistrano,” said Fajardo. “Hindi natin inaalis yung possibility na ito ay work-related.” 

(We cannot single out the motive behind this until we can pinpoint who is the mastermind. Because it appears that these suspects were just the instruments used by the mastermind to kill Capistrano. We also do not disregard the possibility that this could be work-related.) 

The PNP said that the Criminal Investigation and Detection unit will handle the manhunt operations on the suspects.—LDF, GMA Integrated News
