Dry run of cashless toll collection at CAVITEX begins Sept. 14

Motorists using the Manila-Cavite Toll Expressway (CAVITEX) are advised to load up their RFIDs as the toll road will be conducting a dry-run of cashless toll collection next week.

The PEA Tollway Corp., the operator of CAVITEX, announced that the dry run of 100% RFID at all toll plazas and no cash lanes will begin on September 14, 2024.

Among the participating toll booths of CAVITEX in the dry run are the Parañaque (R1 Expressway) Toll Plaza and Kawit (R1 Extension Expressway) Toll Plaza.

The Toll Regulatory Board (TRB), meanwhile, said that during dry run motorists without RFID stickers shall be directed to a safe place/location where they can pay the toll fees in cash, and shall be persuaded to have an RFID sticker installed.

Though cash payment of toll fees is still allowed, motorists are highly encouraged to switch to RFID for faster and more convenient entry and exit at the toll plazas, according to the TRB.

The Department of Transportation deferred the implementation of the revised guidelines on toll expressways to October 1, which was supposed to have taken effect on August 31.

Under the new guidelines, motorists entering toll roads without valid RFID or electronic toll collection (ETC) device, including dilapidated ones, shall be penalized as "No Valid ETC Device" with the following fines:

  • First offense - P1,000
  • Second offense - P2,000
  • Subsequent offenses - P5,000 per offense

Those exiting an expressway with insufficient balance, meanwhile, shall be penalized as "insufficient load" with the following penalties:

  • First offense - P500
  • Second offense - P1,000
  • Subsequent offenses - P2,500 per offense

The use of a fraudulent, tampered, or fake RFID device and e-card upon entry and exit on toll expressway shall be penalized as "Fraudulent or Falsified ETC" with a penalty of:

  • First offense - P1,000
  • Second offense - P2,000
  • Subsequent offenses - P5,000 per offense

The TRB earlier said erring motorists with RFID-related violations represent 9% of all the motorists using the toll expressways, "who unfortunately are the ones causing the unnecessary delays and long queues at the toll plazas."—LDF, GMA Integrated News
