Typhoon Jenny prompts no-sail policy, fishing ban, liquor ban in Cagayan


Typhoon Jenny (international name: Koinu) has prompted local authorities to ban sailing, fishing and selling liquor in some areas as part of preparations for the tropical cyclone's effects.

Cagayan has implemented a no-sail policy, fishing ban, and liquor ban starting Monday, according to a report on Unang Balita on Tuesday.

In the municipality of Calayan, fishermen secured their motor bancas and brought them to higher ground.

In Baggao, Cagayan, teachers moved their books and important documents to ensure they would not get wet.

Some residents said they hardly slept as they monitored the level of water in the river nearby as heavy rains poured, according to a separate report by Jasmin Gabriel-Galban of GMA Regional TV One North Central Luzon on Unang Balita on Tuesday.

 

In the coastal town of Sta. Ana, strong winds have been felt since before dawn on Tuesday.

Some towns including Claveria also had intermittent rains overnight.

Ten towns in Cagayan were placed under areas of concern by the provincial government:

  • Sta. Ana
  • Aparri
  • Gonzaga
  • Sta. Teresita
  • Buguey
  • Ballesteros
  • Sanchez Mira
  • Sta. Praxedes
  • Claveria
  • Gattaran

 

"'Yung northeast and northwest portion (Cagayan) ang nakakaranas ngayon ng light to moderate rains," Ruelie Rapsing, head of Cagayan Provincial Disaster Risk Reduction and Management Office, said.

(The northeast and northwest portion [of Cagayan] are the ones experiencing light to moderate rains.)

Residents were also warned of possible landslides.

Food packs have also been prepositioned in local government units since Monday.

Rescue personnel were also already deployed in many towns especially the northern portion of Cagayan.

Aurora, other provinces

Meanwhile, in Dilasag, Aurora, fishermen have not ventured out to sea in recent days due to the strong waves caused by Typhoon Jenny.

Authorities also banned swimming in the waters.

In Isabela, a liquor ban is implemented in some areas.

Farmers drying their palay on the roads had to postpone doing so due to intermittent rains.

Meanwhile, Cabanatuan City in Nueva Ecija and Samal in Bataan experienced heavy rains.

PAGASA raised Tropical Cyclone Wind Signal (TCWS) No. 2 over Batanes early Tuesday.

TCWS No. 1 was also hoisted over the following areas:

  • Cagayan including Babuyan Islands;
  • the northern and eastern portions of Isabela (Maconacon, Divilacan, Palanan, Santa Maria, San Pablo, Tumauini, Cabagan, Ilagan City, San Mariano, Santo Tomas, Dinapigue, Benito Soliven, Naguilian, Gamu, Quirino, Delfin Albano, Quezon, Mallig);
  • Apayao;
  • the northeastern portion of Abra (Tineg, Lacub, Malibcong);
  • the northern portion of Kalinga (Balbalan, Pinukpuk, Rizal, City of Tabuk); and
  • Ilocos Norte.

 

As of 4 a.m., the center of the eye of Typhoon Jenny was estimated to be located at 350 kilometers east of Basco, Batanes packing maximum sustained winds of 165 kilometers per hour near the center, gustiness of up to 205 km/h, and central pressure of 945 hPa.

Jenny is moving west northwestward at a speed of 15 km/h with strong to typhoon-force winds extending outwards up to 560 km from the center.

PAGASA said Batanes and Babuyan Islands may expect 50 to 100 mm of rainfall on Tuesday.

Batanes will experience stormy weather due to Typhoon Jenny with flooding or landslides possibly occurring due to moderate to heavy rains.

Cagayan including Babuyan Islands, Isabela, Apayao, Kalinga, Abra, and Ilocos Norte will experience rains with gusty winds also due to the typhoon. Flooding or landslides may occur in these areas due to moderate to heavy rains and there may be minimal to minor threat to lives and properties due to strong winds.

Aurora, Quezon, Camarines Norte, the rest of Ilocos Region, the rest of Cordillera Administrative Region, and the rest of Cagayan Valley will have cloudy skies with scattered rain showers and thunderstorms due to the trough of the typhoon.
