Vehicle involved in Cavite shooting allegedly acquired through 'pasalo' scheme -HPG


The chief of the Philippine National Police-Highway Patrol Group (PNP - HPG) on Tuesday said the vehicle involved in the Cavite City shooting incident was allegedly acquired through a new scheme of carnapping.

In an interview on Dobol B sa News TV, Police Brigadier General Alexander Tagum explained how the "pasalo" scheme works.

"After our investigation po sa background at identity po ng SUV vehicle, napag-alaman po namin na naka-alarma po pala itong sasakyan," Tagum said.

"Ito po 'yung bagong bersyon po ng carnapping. Ito po 'yung tinatawag na modus operandi na pasalo. Ang modus po na ito, may mga fictitious person na maga-apply po ng car loan sa mga bangko na mayroon din po silang kasabwat sa loob na in spite na fictitious 'yung pangalan at questionable 'yung background, naaprubahan po 'yung car loan," he said.

"Normally po ito po 'yung mga nakapromo na no downpayment so pag nakuha po nila 'yung vehicle, after a while po ipapasa na po niya until such time magpasa pasa na po ito kaya nga po ang tawag dito pasalo..." he added.

The Nissan Terra with no plate number and conduction sticker was already under police custody for investigation and proper disposition.

Earlier reports said HPG officers flagged down the vehicle after noticing that it has no plate number and conduction sticker. Authorities asked the driver and passsenger of the vehicle for the official receipt and certificate of registration (OR-CR) but they failed to present the documents.

Police said the passsenger, a certain Methusael Brown Cebrian, had alighted the vehicle and reportedly fired shots at the HPG officers using a Bushmaster automatic rifle, which resulted in the death of Police Master Sergeant Julius Arcalas and the injury of street sweeper Eduardo Magbana.

The PNP has bestowed a Heroism Medal to Arcalas. His five children were also granted with scholarships.

The driver of the vehicle, Reymund De Leon Zuñiga, already surrendered to authorities.—AOL, GMA News
