Some Bicol residents resist forced evacuations

With Typhoon Tisoy bearing down on Bicol, forced evacuations were underway in several areas in the region earlier on Monday.

However, some residents were resistant to leaving, Emil Sumangil said in a report on 24 Oras on Monday.

In Caramoan, Camarines Sur, disaster officials urged residents in coastal areas to leave ahead of a possible storm surge.

"Pwede po mag-evacuate na kita, habang may oras pa po kita," an official called out through a megaphone.

Another official pleaded with an elderly woman to evacuate before she allowed herself to be placed in a vehicle.

In Lagonoy, Camarines Sur, a man dodged the rescue team while a woman said it had been difficult staying in an evacuation center and that she would rather stay at home, believing it to be a safe place.

Residents who defy the evacuation order have to sign a waiver stating that they had been urged to evacuate.

Tisoy is forecast to make landfall in Sorsogon on Monday night.  According to PAGASA's 8 p.m. bulletin, the center of the typhoon was located 90 kilometers east of Juban, Sorsogon carrying maximum sustained winds of up to 165 kilometers per hour (kph) and gustiness of up to 230 kph. — BM, GMA News
