Floods due to Habagat rains have yet to subside in Pangasinan, Bulacan

Floods have yet to subside on Tuesday in parts of Pangasinan and Bulacan as the southwest monsoon (Habagat) continues to bring heavy rains.

In Dagupan City, Perez Boulevard had calf-deep flooding due to constant rainfall and high tide reaching more than a meter high, according to a report on Unang Balita by Saleema Refran.

Thigh- to waist-deep flooding on the other hand could be found on Galvan Street.

Dagupan City's Disaster Risk Reduction and Management Office (CDRRMO) was forced to evacuate some residents from evacuation centers after floodwaters also inundated these buildings.

Pangasinan Disaster Risk Reduction and Management Office (PDRRMO) spokesperson Avenix Arenas attributed the flooding to Pangasinan's status as a flood-prone area and a catch basin.

"'Yung absorption capacity ng ating kailogan o 'yung lupa ay hindi na ganun," Arenas said.

High tide and non-stop rainfall also inundated 12 towns and municipalities and 171 barangays in Bulacan, according to a report on Unang Balita by Cecille Villarosa.

Some of the affected towns include Malolos, Obando, Balagtas, Baliwag, Calumpit, Guiguinto, Hagonoy, Paombong, Bocaue, Plaridel, Bustos, Sta. Maria, Meycauayan, and Marilao.

Bulacan's PDRRMC will continue to offer free rides to commuters on trucks as they tend to the needs of Meycauayan, Marilao, Hagonoy, Calumpit, and Paombong, all of which were placed under a state of calamity.

Meanwhile, landslides added to the woes of residents in Pidigan, Abra; Tupi, South Cotabato; Vintar, Ilocos Norte; and Candon, Ilocos Sur.

Fishermen in Bulan, Sorsogon, on the other hand, had to be rescued due to overwhelmingly strong waves.

Flooding in Macabebe, Pampanga brought unexpected bounty to Barangay San Vicente in the form of fish that swam their way from rivers to streets due to the flood.

In La Luna, La Union nine barangays were flooded with waters reaching chest level.

PAGASA said the southwest monsoon, enhanced by three weather systems, would affect areas of northern and Central Luzon on Tuesday.

Ilocos and Cordillera Administrative Regions, the Batanes, the Babuyan Islands, Zambales, and Bataan could expect moderate to occasionally heavy rain.

The monsoon would also bring occasional rain over Metro Manila, Occidental Mindoro, Calabarzon, and the rest of Central Luzon; as well as partly cloudy to cloudy conditions accompanied with isolated rain and thunderstorms over the rest of Luzon.

The Visayas and Mindanao would meanwhile experience partly cloudy to cloudy conditions with isolated rainshowers. —Rie Takumi/KG, GMA News
