Landslides and flashfloods in parts of Luzon as ‘Luis’ makes landfall


(Updated 10:46 p.m.) Incidents of flooding, flash floods, and landslides were recorded in areas in Luzon on Sunday as heavy rains brought by Typhoon Luis and the Southwest Monsoon, or Habagat, continued to fall.
 
Rains and strong winds over the weekend also caused power outages in some areas in Batangas province, the National Disaster Risk Reduction Management Council said in an evening bulletin on Sunday. 
 
Some 38 flights have been cancelled over the weekend, while four vessels in the Bicol region were barred from leaving port. In the Bicol region alone, close to 1,000 were stranded due to the typhoon. 
 
The heavy rain also caused flooding in some areas including Calintaan in Occidental Mindoro; Aurora in Nueva Ecija; and Mandaluyong City, Makati City, Guadalupe, and Parañaque City in Metro Manila.

A report on GMA 7's "24 Oras" said that some 13 barangays in San Miguel, Bulacan had been flooded due to the overflow from Bulo Dam.

"Hangga't hindi po nagagawa 'yung Bulo Dam na 'yan, talagang kawawa mga kababayan namin sa northern part ng San Miguel," the town's head disaster officer, Ajek Ecalne, said in the report.

Relief operations have started in the town.



In Ilocos Norte and Abra, hectares of rice fields that were supposed to be harvested this month have been inundated, said in a separate television report.
 
Separate flash flood incidents were recorded in Paluan, Occidental Mindoro and Virac, Catanduanes, which destroyed a classroom, and a bridge, respectively.
 
Meanwhile, the NDRRMC noted that a landslide occurred in Culion, Palawan due to heavy rains, while spillways located in Occidental Mindoro and Caramoran in Catanduanes overflowed.
 
No casualties reported in connection to the incidents mentioned. 
 
Provinces in Northern Luzon including Ilocos Norte, Pangasinan, Abra, Apayao, Benguet, Ifugao, Kalinga, and M. Province have activated their respective provincial disaster risk reduction and management councils, which are currently operating round-the-clock.
 
Storm Signals
 
The typhoon made landfall along the boundary of Isabela and Cagayan provinces around 5 p.m. on Sunday, state weather forecasters said.
 
The typhoon may slightly accelerate and may linger in the Philippine Area of Responsibility until Monday afternoon.
 
As of Sunday, several areas in Luzon were placed under Public Storm Warning Signals as the typhoon packed maximum sustained winds of 130 kph and gustiness of up to 160 kph.
