Viral cop slapped with administrative complaint


Napolcom filed an administrative complaint against the cop who went viral online amid the arrest of former president Rodrigo Duterte.

The National Police Commission (NAPOLCOM) has filed an administrative complaint against the cop who went viral online with his social media posts in response to the arrest of former president Rodrigo Duterte.

In a statement on Wednesday evening, the NAPOLCOM said Patrolman Francis Steve Fontillas is facing an administrative complaint for grave misconduct and conduct unbecoming of a police officer.

“The NAPOLCOM proceeded today with the filing of an Administrative Complaint against Fontillas for Grave Misconduct and Conduct Unbecoming of a Police Officer,” the NAPOLCOM said.

“The NAPOLCOM also ordered Fontillas to file his Comment/Counter-Affidavit/Answer within a non-extendible period of five days upon receipt. Failure of Fontillas to file the same shall be considered a waiver thereof,” it added.

No motion for extension of time to submit a response or other dilatory motions shall be allowed except upon meritorious causes, according to the NAPOLCOM. 

The filing of motion shall not interrupt the given period for the submission of Fontillas’ response, the Commission added.

NAPOLCOM commissioner Rafael Calinisan, meanwhile, called on Fontillas to have himself checked again by medical professionals amid the report that he has been showing mental health "red flags."

"We urge him to have himself checked again by medical professionals of the PNP, or any medical professional of his choice instead of posting seditious content on his social media pages,” Calinisan said.

“And as Fontillas is still a member of the PNP, we are directing him to report to the QCPD at the soonest possible time, or otherwise face additional consequences for his actions," he added.

According to the QPCD, Fontillas refused to undergo a neuropsychiatric exam. The QCPD said the cop had undergone medication in 2023 to manage his situation. Since then, Fontillas has been refusing a follow-up checkup and assessment.

Inciting to sedition

On Tuesday, the Philippine National Police (PNP) said the Quezon City Police District filed an inciting to sedition complaint against Fontillas.

“This development follows Fontillas’ unauthorized and politically charged social media posts in response to reports of former President's arrest,” the PNP said.

In a post on his Facebook account, Fontanillas had questioned the complaint filed against him saying he only expressed his stand.

"Inciting to sedition daw 'ýung ginawa ko? Hahaha. Okay lang ba kayo? I only expressed my stand and my principles. Where's our right to freedom of expression now? Kawawa naman ang Pilipinas. Hahaha," he said.

Fontillas has been assigned to the District Personnel and Holding Admin Section since February 20, 2025 but has been absent without official leave (AWOL) since March 6.

If Fontillas fails to report to work for 30 days from March 6, he may face dismissal proceedings.

He also posted a copy of his application for leave, saying that on March 5 he filed a leave for 10 days, March 6 to 19, which was approved and signed by their chief administrator.

However, the QPCD said the sick leave filed by Fontillas has not been approved due to lack of medical certificate. —VAL, GMA Integrated News
