SWS survey: 4Ps tops party-list race


The 4Ps party-list topped the latest Social Weather Stations (SWS) survey on party-list groups ahead of the May 2025 elections.

The survey, commissioned by the political think-tank Stratbase, showed six of the 155 party-list groups receiving two percent or more of the votes among the poll respondents conducted from February 15 to 19, 2025.

4Ps, which stands for Pagtibayin at Palaguin and Pangkabuhayan Pilipino, got 9.61% of the intended votes to top all contenders.

4Ps is also the name of the government's legislated conditional cash transfer program —Pantawid Pamilyang Pilipino Program.

A close second is Duterte Youth with 8.28%, while FPJ Panday Bayanihan ranked third with 4.76%.

Rounding up the list of party-list groups that garnered more than 2% so far include ACT-CIS with 4.46%, Senior Citizens with 2.99%, and Asenso Pinoy with 2.65%.

The SWS said 4Ps and Duterte Youth are poised to gain three guaranteed seats each in the House by obtaining at least 6.0% of votes cast for party-list.

FPJ Panday Bayanihan and ACT-CIS are poised to gain two guaranteed seats each by obtaining at least 4.0% of votes cast for party-list, it added.

SWS said Senior Citizens and Asenso Pinoy are poised to gain one guaranteed seat each in the House of Representatives by obtaining at least 2.0% of votes cast for party-list. 

The other party-list candidates obtained less than 2% of the intended votes.

Under Republic Act 7491 or the party-list law, a group garnering at least 2% of the votes cast in the party-list race gets at least one seat in the House of Representatives. A seat is added if the party-list gets another 2%, capped at three seats.

The party-list law and Supreme Court decisions also provide that those that fall short of breaching the 2% mark could still secure at least one House seat provided that the party-list groups earning at least 2% of the votes cast are not enough to fill the 58 House seats allotted for the party-list groups.

The SWS surveys had 1,800 registered voters as respondents nationwide and had a ±2.31% margin of error.—LDF, GMA Integrated News
