CSC reminds gov't agencies of personnel restrictions for Eleksyon 2025

The Civil Service Commission (CSC) on Thursday reminded government agencies of the personnel restrictions, including the transferring, hiring, and promotion of employees during the campaign period for Eleksyon 2025.

According to the CSC, this is in line with the Commission on Elections (Comelec) Resolution No. 10999, which provides the calendar of activities of the poll body for the upcoming midterm elections.

The guidelines prohibit the transferring of government personnel from January 12 to June 11, 2025, without prior Comelec approval. It also bans the promotion, hiring, and increasing of employees’ salaries and privileges from March 28 to May 11, 2025.

Appointments made by outgoing officials until June 30, 2025, are likewise invalid unless compliant with legal conditions. 

''Exceptions apply only for essential roles requiring Comelec authorization,'' the CSC said.

The CSC warned that violations may result in voided appointments or election offense charges as it urged agencies and human resources officers to comply with the rules to ensure fair public service during the elections.
