AFP enhancing intel, cyber capabilities amid reported espionage


The Armed Forces of the Philippines (AFP) said it is improving its intelligence and cyber defense amid the reported espionage activities in the country.

“As part of our efforts to strengthen the Comprehensive Archipelagic Defense Operations, the AFP continues to review and reorganize its structure to enhance its capabilities,” the AFP said in a statement Monday evening.

“This includes the activation of the AFP Intelligence Command to improve intelligence operations and the reorganization of the AFP Cyber Command to address emerging threats in the cyber domain. These initiatives ensure the AFP’s readiness to confront modern security challenges effectively,” it added.

The AFP added it continues to use advanced technologies like drones as well as intelligence, surveillance, and reconnaissance (ISR) systems. The military is also working on public cooperation to its efforts.

“The AFP continues to protect critical areas. Stricter protocols in camps and vital installations further ensure security, aligned with the General Security of Military Information Agreement (GSOMIA),” the AFP said.

National Security Adviser Secretary Eduardo Año, in a separate statement, urged Congress to amend the Espionage Act as well as the Countering Foreign Interference and Malign Influence bill in light of the incident.

“In light of these developments, we urge Congress to prioritize the passage of the amendments to the Espionage Act as well as the Countering Foreign Interference and Malign Influence bill,” he said.

“Strengthening our legal framework is essential to effectively address evolving security threats and to ensure that those who seek to compromise our national security will face the full force of the law,” he added.

On Monday, the National Bureau of Investigation (NBI) said a Chinese national and two Filipinos were arrested for allegedly conducting surveillance activities in the Philippines.

NBI Cybercrime Division chief Jeremy Lotoc said authorities found that the group frequently visited military camps, bases, power plants, offices of local government units, police camps, seaports, airports, and shopping malls.

“The recent arrest of a foreign national and two Filipino cohorts conducting unauthorized ISR activities underscores the AFP’s commitment to safeguarding national security. This operation, conducted with the NBI, highlights our proactive stance in addressing threats to the country’s safety and sovereignty,” the AFP said.

“The AFP remains steadfast in its mission to adapt to the demands of the times, defend the country against modern threats, and secure the sovereignty and stability of the Philippines,” it added.
