LTO: Single motorcycle plate to ‘definitely’ address 9M backlogs


The Land Transportation Office (LTO) on Thursday expressed support for the amendment of the law that would allow motorcycles to use single license plates instead of two, saying it will help reduce the 9 million plate backlogs.

This, as the bicameral conference committee on Tuesday approved the final version of the bill amending the Motorcycle Crime Prevention Act, commonly known as the “Doble Plaka” Law.

“Opo. Definitely [makakatulong], kasi hindi na natin kailangang i-produce pa ‘yung pangalawang plaka na makakadagdag sa ating backlog,” LTO executive director Greg Pua Jr. said in an Unang Balita interview.

(Yes, that would definitely help because we no longer have to produce the second plate that would add up to our backlog.)

“Tulad nga po nung sabi nila sa Senate, mas okay na po na merong isa kesa wala talaga dahil sa backlog,” he added.

(As what was said in the Senate, it’s better for motorcycles to have one plate instead of none because of the backlog.)

In October 2024, the LTO committed to clear the backlog on the distribution of motorcycle license plates by the end of the year.

However, as of January 2025, Pua said that they still have a backlog of 9 million plates, down from the previous 13 to 14 million.

Aside from no longer requiring motorcycles to attach two license plates, the bill amending the “Doble Plaka” Law seeks to delete the Radio Frequency Identification (RFID) stickers requirement for motorcycles.

Republic Act 11235 was signed in 2019 by former President Rodrigo Duterte, seeking to prevent the use of motorcycles in crimes by mandating bigger plates and other identification marks.
