Pilot test of unified PWD IDs from January to June 2025


The Department of Social Welfare and Development (DSWD) said it will conduct its pilot testing for the unified persons with disabilities (PWD) ID system from January to June this year.

“It is mechanism para ma address natin yung pag proliferate ng mga fake PWD IDs,” DSWD spokesperson Irene Dumlao said in an interview over Super Radyo DzBB.

(It is a mechanism to address the proliferation of fake PWD IDs.)

The pilot testing includes the application, verification and approval process of the unified PWD ID.

Currently, PWD IDs have different appearances depending on the local government unit. There will be a standard look to the unified PWD ID moving forward.

Dumlao said the unified PWD ID will have security features such as the Radio Frequency Identification (RFID).

Users will also be asked for their biometrics during the application process.

The DSWD official added the unified PWD ID can link establishments to a webpage portal where they can verify the legitimacy of the user.

The National Council on Disability Affairs (NCDA), DSWD’s attached agency, earlier urged the public to report people behind the spread of fake PWD IDs.

The public may reach out to the NCDA through their email council@ncda.gov.ph or social media pages.

They may also report to the Persons with Disability Affairs Office (PDAO) under their respective local government units or any law enforcement agencies.

Republic Act 10754 states PWDs are entitled to a grant of 20% discount and VAT-exemption on the purchase of certain goods and services from all establishments for their exclusive use, enjoyment or availment.
