CA confirms Marilyn Barua-Yap’s appointment as CSC chair
The Commission on Appointments (CA) on Wednesday confirmed the ad interim appointment of Marilyn Barua-Yap as the chairperson of the Civil Service Commission (CSC).
In her sponsorship speech, Senator Cynthia Villar, CA committee on constitutional commissions and offices chairperson, said Barua-Yap's dedication to public service spanning over three decades was marked with excellence and integrity.
"Her background in Law, Public Administration, and legislative reform makes her exceptionally qualified for the esteemed position of Chairperson of the Civil Service Commission," she added.
Prior to her appointment to the CSC, Barua-Yap served as undersecretary for the Special Concerns Office (SCO) and External Affairs and Communications Operations Office (EACOO) of the Department of Agrarian Reform (DAR).
She was also the first woman secretary-general of the House of Representatives during the 14th Congress and continued to serve in the same capacity in the 15th and 16th Congresses.
"This accomplishment speaks well of the respect and confidence in her capabilities among the members of the House and her peers. Her leadership in the House was transformative, driving essential reforms in legislative management and efficiency," Villar further said.
During the committee meeting, Yap was asked about cases of nepotism in appointments to government positions, civil service examination, and retirement age, among others
Barua-Yap replaced Karlo Nograles who resigned from post in October to file his certificate of candidacy for mayor of Davao City for the 2025 elections.—Joviland Rita/AOL, GMA Integrated News
