Trillanes submits Duterte's statements on killings to ICC
Former Senator Antonio Trillanes IV has submitted the transcripts of the Senate probe on the drug war, where former President Rodrigo Duterte admitted to having a death squad and ordering police officers to kill criminals, to the International Criminal Court (ICC).
“Natransmit na po ngayon sa ICC ang transcript ng Senate hearing ....” Trillanes said.

“The pertinent QuadComm transcripts were transmitted early on and all were duly received. Lahat ng ito ay magagamit sa trial later on,” he added.

Trillanes issued the statement two days after Duterte faced the Senate subcommittee probe on the drug war and went as far as saying, under oath, that he is surprised that the Justice department is yet to file a case against him in connection with the killings.
Specifically, Duterte said, “Matagal na akong pumapatay ng tao, hanggang ngayon, hindi pa sila nagfa-file ng kaso.”
Trillanes said that the transcript of the Senate sub-committee probe was submitted Wednesday, October 30, while the transcripts of the House QuadComm inquiry on drug war during the Duterte administration were submitted last week.
Duterte is yet to show up in the QuadComm probe despite a standing invitation.
But before he faced the Senate inquiry, retired Police Colonel Royina Garma spilled before the House QuadComm that then President-elect Duterte asked her help in forming a team for the implementation of a nationwide drug war campaign patterned after a Davao model, a system that rewarded police officers with money per drug suspect killed.
Garma, a former Cebu City police chief, also said that the bounty for each drug suspect killed ranges from P20,000 to P1 million per suspect killed.
In addition to revealing Duterte’s Davao model of rewarding kills nationwide, Garma said she witnessed the Davao model of rewarding police officers per kill when she was assigned in Davao City.
Garma said that the Davao Death Squad that executed these kills that net rewards were common knowledge among officers that almost all station commanders had special teams designated for specific operations, and that she even received P20,000 after an "Akyat Bahay" suspect was killed in a police operation.
Before Garma’s revelations, two persons deprived of liberty (PDL), Fernando Magdadaro and Leopoldo Tan Jr., also testified before the QuadComm that they killed three Chinese individuals convicted of drug charges on the orders of former President Duterte.
