Comelec to raffle party-list order of listing on Oct. 18

The Commission on Elections (Comelec) is set to conduct an electronic raffle of party-list groups on Friday, October 18, to determine their order of listing in the official ballot for the 2025 midterm elections.

Comelec spokesperson John Rex Laudiangco said this new policy would prevent party-list groups with names that start with 1 or A to be listed first in the ballots for the upcoming national and local polls. 

“Ila-livestream namin ito. Makikita ninyo po ang serye ng kanilang pagkakasunod-sunod sa balota para matanggal na po ‘yung dating nakagawian na 111 at AAA. Ngayon po, naka-raffle na sila,” he said in a Super Radyo dzBB interview.

(We will be livestreaming it. You can already see the series of their order in the ballot so that we can veer from the previous habit when groups put 111 or AAA in their names. Now, we will raffle them.)

“Pagdating po sa party-list, hindi na po alphabetical at may electronic raffle po tayo,” he added.

(When it comes to the party-list, their names will no longer be alphabetical in the ballot because we will have an electronic raffle.)

Based on Comelec Resolution No. 11068, the raffle will be conducted on October 18 at 9 a.m., in Comelec’s office in Intramuros, Manila. It will be simultaneously aired through the poll body’s official streaming platforms.

The following shall be allowed to participate in the raffle:

  • Existing party-list groups, organizations, or coalitions with active registration on the day of the raffle, and duly-filed Manifestation of Intent to Participate in the Party-list System that was given due course by the Commission;
  • Newly registered party-list groups, organizations, or coalitions with timely-filed Manifestation of Intent to Participate in the Party-list System that was given due course by the Commission.

The period for the filing of certificates of candidacy (COC) for the 2025 elections was conducted from October 1 to October 8, 2024, concluding with 183 senatorial hopefuls and 156 party-lists filing their Certificates of Nomination and Acceptance (CONAs).—Giselle Ombay/AOL, GMA Integrated News
